With plugins there is a couple of things to consider here.
The majority of these can be found on the myteamspeak.com website. To install plugins in the client, you just need to download them first so then you can install them client side. Some plugins however aren't hosted by us and instead you might need to reach out to the author's directly so you can receive support. This all depends on some of the servers you join that might require certain plugins to enhance the overall experience. If this is a requirement, they'll be sure to let you know in their setup.
If you require technical support regarding plugins, you will need to contact the author directly so they can troubleshoot this with you. Authors can usually be found quite easily if you do a browser search for them, however if you do get stuck we can try to help you find some contact details as long as we know the name of the plugin you're enquiring about.
If TeamSpeak itself is the author of the plugin, technical support can be located on our forums.
Firstly, do a quick search as your concern might already have a relevant topic posted, however if you can't find anything, feel free to create a post and the team & community veterans will do their best to help you. (You do require a myTS account to post on the forums).
